Develop and implement environmental programs to ensure compliance with applicable federal, state and local standards and in support of Graphic Packaging’s environmental guidelines including but not limited to air permitting, hazardous and non-hazardous wastes collection and disposal, beneficial reuse programs, chemical reporting (Tier II, Form R), groundwater, drinking water, and wastewater and stormwater management. They understand and align business operations and environmental compliance as he/she executes their role to exceed customer expectations and align with GPI business, cultural, financial and operational objectives.

JOB FUNCTIONS: Job functions include, but are not limited to the following.

• Ensure compliance with regulatory requirements for existing permits and future projects.

BACKGROUND / EXPERIENCE:

• 5-10 years’ experience in environmental or process engineering
• 5-10 years’ experience in manufacturing preferably pulp and paper

EDUCATION / KNOWLEDGE:

• BS Environmental Science, Engineering or related field or;
• Compensatory closely related work experience required in lieu of degree.

SKILLS:

• Proficient computer skills in MS Office and database programs.
• Self-starter, good people skills, strong personal leadership, organizational skills, oral and written communication skills.
• Understanding of federal, state and local environmental laws and regulations in Louisiana and Region 6 EPA.

• Use AI and other compliance tools to identify emission trends, data gaps, and other compliance points to aid in identifying potential compliance concerns before non-compliance occurs.
• Support the North American activities under Ford’s Global Regulatory Deployment Process (GRPD) for new or changing air quality regulations through development or updating of Ford regulatory communications, guidance documents, and training programs.
• Act as Ford lead on the preparation and submittal of Toxic Release Inventory (TRI) reports to U.S. EPA for all U.S. facilities including development or updating of guidance on regulatory changes for affected chemicals, releases, and other updates.
• Serve as lead for implementation and use of Ford’s corporate refrigerant service tracking database for U.S. facilities.
• Prepare or guide program teams or facilities in preparation of air emission calculations including potential-to-emit, project or program emissions, annual emission inventories, emission factor selection, and other emission calculations.
• Represent Ford in facility environmental matters through interaction with regulatory departments, industry trade groups, professional organizations, non-governmental organizations, other OEMs, and the local community establishing trusted partnerships through transparent communications.
• Influence the development of new air quality environmental regulations through collaboration with various trade associations and regulatory agency workgroups and implementation through Ford’s regulatory deployment process.
• Engage in planning discussions for new programs and products through support of manufacturing and non-manufacturing program teams for air quality concerns.
• Support the Ford Global Environmental Operating System (EOS) and ISO14001 Global Group Certification initiatives.

In this position... 

The Regulatory Attorney will help ensure compliance with federal and state air quality and fuel economy requirements concerning vehicles, engines, and other mobile sources. They will also ensure compliance with internal Ford guidelines, and the continuous improvement of those guidelines.  The Regulatory Attorney will engage in fact finding, writing, and legal judgment on technical subject matter. They will attend a regular cadence of internal company meetings to support the company’s informed decision-making and prompt compliance efforts.

Why does the job exist?

Overseen by the deputy director of the Compliance and Enforcement Division, this position is responsible for the overall administration of the Resource Protection Compliance and Enforcement Bureau and its mission to protect the public,and the environment by ensuring compliance with, and enforcement of, statutory, regulatory and permitting requirements.

This position guides and directs diverse professional staff in the Bureau's Hazardous Waste, Solid Waste, and Petroleum Storage Tank sections to execute compliance and enforcement programs.

How does it get done?

- Among other leadership responsibilities, the Resource Protection Compliance and Enforcement Bureau Chief will:
- Provide leadership and management including administrative, financial, technical direction and programmatic oversight in the effective and efficient implementation of compliance and enforcement programs
- Provide leadership and substantive expertise on technical and policy requirements, particularly in support of Department priority initiatives
- Manage Bureau section/program managers and perform all personnel management functions to recruit and retain a team of qualified, well-trained, motivated, and informed professional staff
- Oversee daily operation of Bureau programs and staff
- Set strong accountability guidelines and provide managers with periodic reviews and constructive feedback that are timely, thorough, meaningful, and productive and completed in accordance with - State Personnel Office requirements
- Ensure that Standard Operating Procedures are well written and in place so that managers and staff clearly understand expectations and job duties. Choose Growth Development Plans that are beneficial to both the employee and the program. Promptly identify and address conduct and performance issues
Identify, value and facilitate leadership skills in staff to develop future Bureau and NMED leaders. Promote professional development by delegating tasks to program/group managers, section leads, and team leads as appropriate

Minimum Qualification

Master's degree in Environmental Science, Animal Science, Natural Science, Biological Science, Physical Science and/or chemistry and eight (8) years of work experience in environmental science, animal science, natural sciences, biological science, physical science and/or chemistry. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage. Must be able to lift 25 lbs. In-state travel up to 20% with optional out-of-state travel. Position requires extensive communication interacting with contractors, the regulated community, environmental non-profit organizations and the general public.

The Water Quality Scientist oversees the Riverkeeper Water Quality Laboratory in Kingston, NY, and works with the Science Director to conduct a variety of chemical, microbiological, and physical water quality tests in the field and at bench-scale. This position ensures that Riverkeeper’s Water Quality Monitoring Program collects high-quality water data and utilizes these data to the maximum extent possible in advocacy, communications, watershed management planning, and other applications.
